Trade effluents, which include environmentally harmful wastes like chemical waste, medical waste, fly ash, smoke emissions, and detergent residues, must be managed properly. If your factory releases any of these effluents into the environment, you must contact the SPCB and obtain the necessary pollution license.

A pollution certificate, also known as an emission certificate or pollution control certificate, is issued by regulatory authorities to certify that vehicles, industries, or establishments comply with permissible emission limits set by environmental regulations.
Industries are categorized into four groups based on their environmental impact: red, orange, green, and white categories. This classification is conducted by the Ministry of Environment, Forest and Climate Change. It helps differentiate industries with the highest pollution index from those with the lowest.
WHAT IS POLLUTION CERTIFICATE?

This certificate, also known as Consent to Establish (CTE) or Consent to Operate (CTO), is essential for ensuring compliance with environmental standards and regulations set by the government to protect the environment and public health.
There are two types of pollution certificates based on the stage of your business:
Consent to Establish (CTE): This is the initial consent required before starting any construction or setup activities for your business. Its validity period depends on the nature and size of your project. You need to submit an application form along with the necessary documents and fees to the State Pollution Control Board for approval.
Consent to Operate (CTO): This consent is required after completing the construction or setup phase and before commencing the actual operation of your business. It is typically valid for five years from the date of issue and can be renewed thereafter. You need to submit an application form along with the required documents and fees to the State Pollution Control Board and adhere to their norms and standards.
PROCEDURE FOR DEHRADUN
Here are the steps to obtain a pollution license for your business:
Step 1: Obtain a Consent To Establish (CTE) certificate before starting any business activities. This certificate allows you to construct the building where you’ll carry out your core business activities.
Step 2: After constructing the building, obtain a Consent To Operate (CTO), also known as a pollution license or certificate. Both the CTE and CTO are issued by the State Pollution Control Board.
Step 3: Once you have obtained the pollution certificate, it typically remains valid for up to 5 years, although this duration may vary depending on the state where you plan to conduct your business.
